Director, Public Policy and Reimbursement

As a global, diversified healthcare company, Baxter applies a unique combination of expertise in medical devices, pharmaceuticals and biotechnology to create products that advance patient care worldwide. * Leads and directs the development of federal and state public and reimbursement policy to enhance access and use of specialty pharmaceutical products, medical therapies and medical devices to achieve Baxter’s business goals. * In a rapidly changing public policy environment, this role masters and is primarily responsible for positively shaping the public policy and reimbursement environment to execute successful public payer strategies including coverage, coding and payment policies in coordination with each business. * Builds and leads cross-functional high performance integrated teams to achieve tactical public policy and reimbursement plans. * Responsible for researching, analyzing, investigating, reporting and designing public policy SWOT for the corporation and its business units. * Productively leading high-level, multi-tiered projects across all of Baxter (corporation and business units). * Developing and articulating effective public and reimbursement policy strategies which integrate and support business objectives that are impactful, executable, easily communicated, and clinically/financially supported. * Effectively managing cross-functional integrated team projects to address policy, public payer and reimbursement issues for all products in Baxter’s portfolio. * Having advanced understanding of US healthcare market mechanisms both public and private, federal regulatory bodies that monitor and implement health programs, healthcare policy development and the administrative structure of funding sources for government agencies. * Creating high-impact material(s) that support strategic objectives, as well as legislative and administrative lobbying activities. * Maintaining continuous learning and working knowledge of: public policy, the healthcare industry, strategic development, regulated industries, specialty pharmaceutical products, medical therapies and medical devices and their competition, supply chain channels and international affairs * Effectively monitor political policy, guidance & regulations relating to health issues of interest to Baxter businesses and communicates appropriately internally. * Seeks and uses appropriate sources to develop and evaluate effectiveness of public policy strategy. * Significant decision making requirements affecting both the corporation and business units. * Demonstrated ability to successfully drive high-level multiple projects. * Strong analytical, research, writing, negotiation and relationship building and networking skills. * Knowledge of applicable policy, laws, regulations, and standards. * Multiple experiences within public policy environment (Policy, Reimbursement & Government Affairs) * High degree of strategic thinking, decision making and tactical skills to develop broad strategy, policies, options and recommendations to address issues in an effective, appropriate and timely manner. * Effective management experience (direct reports or cross-functional team). * Broad understanding and use of personal computer software including Microsoft Word, Excel, PowerPoint, Lotus Notes and programs to conduct statistical analyses. * 10+ years of post-college healthcare policy experience (examples include key government agencies such as HHS, CMS, CBO, OMB, or FDA; Congress; healthcare consulting firms; law firms; pharmaceutical, biotechnology, managed care or other health care industries) * Bachelor's degree in public policy, health care field, government affairs, or related field required. * Advanced degree (MS, MPH, MPP, MBA, JD, PhD or MD), health economics, health policy or related field required. * Advanced understanding of public payer (Medicare, Medicaid and other public health programs), coverage, coding and payment policies is required. * Previous public policy, reimbursement, government affairs experience required. Emergency Management Specialist Job Description: As part of Raytheon UTD's mission support services team, the Emergency Management Specialist will work in direct support of a classified customer in the Washington DC area. The Specialist will work to protect customer personnel and resources by minimizing the loss of operational capability caused by major accidents, technological disasters, and civil unrest and ensure compliance with government standards for emergency management. The Specialist will assist in planning, coordination, exercises, and training related to emergency management and contingency planning. The Specialist will be expected to recognize the full spectrum of potential emergency response scenarios, identify critical functions and resources, determine vulnerabilities, formulate strategies to enhance protection and improve mitigation and recovery, and conduct holistic and comprehensive program reviews and assessments of emergency management practices. Required Skills: - Completion of a military or civilian equivalent Basic Emergency Management Course - Completion of a military or civilian equivalent Advanced Emergency Management Course - Six years or more of progressively responsible operational experience in managing an Emergency Management program of this size and scope. The Social Worker re-evaluates at appropriate intervals those patients not seen on a regular basis as well as maintaining records in accordance with the policies of the Social Service Department and the facility in order to comply with E.S.R.D. regulations. Master's Degree from an accredited school of social work. Certification: Current state licensure or eligibility for licensure if applicable. Experience with renal patients or other physically ill population preferred.
