Job Description:

This person will research, review, and analyze documentation related to the Chief Financial Officer's (CFO) Act, Government Performance and Results Act (GPRA), Government Management Reform Act (GMRA), and the Federal Financial Management Improvement Act (FFMIA). Duties:

  • Research data calls from the Assistant Secretary (Financial Management and Controller) and develop responses to those calls
  • Consolidate and format data for final reporting
  • Assist in explaining account relationships, including financial reporting crosswalks within U.S. Standard General Ledger (USSGL), in order to produce compliant reports
  • Resolve discrepancies in the USSGL balances in order to produce a certified Financial Management Service (FMS) 2108 Report
Candidates must possess 7 to 10 years of experience in Government Accounting (Navy is a plus) and/or should have experience writing U.S. Government Accounting policy and procedures (preferably). Experience is a must in one or more of the following areas: accounting, finance, accounting policy, and/or accounting systems. Prior experience should include:
  • Performing requisite accounting reviews (including Tri-annual Reviews) and ensuring compliance with current and new regulations
  • Maintaining the Unmatched Disbursements (UMDS), Negative Un-liquidated Obligations (NULOS), and ensuring client compliance with all relevant ASN (FM/C) and Department of Defense (DoD) regulations with DFAS
  • Researching Problem Disbursements; gathering source documentation, initiating corrective action, and analyzing trends toward minimizing their occurrence
  • Analyzing invoices attributable to closed account liabilities; facilitating the obligation of replacement funds and monitoring status
  • Facilitating invoice processing, ensuring correct payment, and maintaining accurate and complete accounting records for administered contracts
  • Ensuring that USSGL account balances agree with the associated accounting system

Job Description:

Our client is seeking a Senior Financial Analyst. Responsibilities include:

  • Provide senior consultant support in budget formulation and execution for the client
  • Advise Managers on financial and program metrics
  • Prepare and participate in Monthly Program Management Reviews to senior level management
  • Execute and maintain the daily monitoring of cash balances
  • Prepare and execute funding requisitions for the Division
  • Interact with internal and external customers to assure that requisitions are properly executed within the Finance Division's established guidelines
  • Manage and reconcile budget commitments and obligations against the budget baseline and appropriated budgets
  • Successfully manage Government spend plan formulation and variance analysis of budget versus actual
  • Create and analyze monthly and daily financial reports for Section Unit Chief and his Direct Reports
  • Provide advice to Program Management on resolving budgetary constraints
  • Attend meeting with program and financial management teams
Requirements Include:
  • Bachelor's degree is required
  • Advanced degree in a business-related field is desirable
