Job Description:

Our client is seeking a Federal Financial Consultant. Primary duties include the following:

  • Provide execution and analysis of Research Development Test and Evaluation (RDT/E) and Procurement, Defense Wide (P and DW) funds
  • Prepare Military Interdepartmental Purchase Requests (MIPRs) to include reserving, committing, obligating and de-obligating funds, and fund disbursements through the accounting system
  • Sub-allocate funds from the Comptroller to executing management agencies
  • Ensure all fund release requests from executing management agencies are annotated in the Joint Service Chemical Biological Information System (JSCIBS), and forwarded to the Program Budget Accounting System (PBAS) Analyst for processing and release of Financial Authorization Documents (FADs)
  • Recommend management strategies to ensure maximization of available resources
  • Update and maintain the official database to include daily funds reallocations and release and withdrawal requests
  • Process below threshold reprogramming (BTR) and maintain a BTR actions tracker of processed and remaining BTR authority
  • Generate and assemble monthly reconciliation reports of the official database and PBAS
  • Review and analyze daily funding profile and Real Time allotment reports to ensure funds are balanced and executed within allocated limits
  • Research, analyze, and collect information using the accounting system, Visual Express, Comprehensive Cost and Requirement System (CCaRS), and historical data for preparation of Budget Execution Review (BER)
  • Validate, analyze, and verify agencies actual obligations and expenditures
  • Research and analyze accounting information to clear un-liquidated obligations
  • Process all financial documents in accordance with Financial Management Regulation (FMR), GAO, OMB, and OSD guidance and/or directives
  • Provide input to Congressional and Comptroller inquiries and other duties as assigned
Federal Financial Consultant Qualifications:
  • 6+ years of experience in federal budget execution operations within the federal government; preferably with the Department of Defense (DoD) performing business and/or accounting management tasks
  • This client requires strong Microsoft Office Suite skills to support their Budget Execution Team and provide general support to their Fund Management Budget Execution Branch
  • The ideal candidate would have experience with DoD accounting systems, MOCAS, EDA, PBAS, and/or SAP / ERP
  • A BA / BS Degree is required

Job Description:

Be responsible for the preparation and administration of subcontracts, task orders, and subsequent amendments. Typically, the Lead works on subcontract activities valued up to $1,000,000. You may be assigned higher value tasks with oversight from more senior-level staff. Specific Functions:

  • Participate in teaming agreement and strategic marketing alliance negotiations with outside sources
  • Review client solicitations received by company and provide recommendations regarding outsourcing requirements to business management proposal team

  • Be responsible for the monitoring of the subcontractors performance including the management of the deliverables and payment of invoices

  • Advise management of prime contractor / subcontractor rights and obligations

Required Qualifications:
  • Typically, this position requires a Bachelor's degree in Business Administration, a related field, or equivalent with additional training in contract or procurement law
  • Seven to nine years of related (government contract administration) experience are also required

Perform contract specific tasks for government organizations including but not limited to the following:

  • Provide improvement recommendations and update financial business process documentation
  • Perform internal control testing
  • Document testing results
  • Perform other duties as assigned
  • Assist Functional Subject Matter Experts to provide functional, technical and/or administrative support for problem definition/resolution, analysis, requirements development, and implementation for solutions of medium complexity in the subject matter area to support client and corporate requirements
Essential Duties:
  • Review and update the process documentation specific to execution and reconciliation of data associated with financial business processes
  • Draft and update OMB Circular A-123 business process documentation for changes made to process internal controls

  • Provide recommendations for designing new or improving the design of existing internal controls over financial business processes
  • Assess financial business process internal controls to determine the test of design (TOD) and test of effectiveness (TOE)
  • Prepare test plans related to financial business processes

  • Provide recommendations to improve the operating effectives of internal controls
  • Perform other project specific tasks as required by the Government Project Manager or Government Program Manager

Job Description:

The selected candidate will provide direct logistics support for capabilities-based assessment (CBA) by conducting Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities (DOTMLPF) analysis of the USMC Expeditionary Force Development System (EFDS) as required under the Joint Capabilities Integration Development System (JCIDS). This supported phase of the capabilities-based assessment CBA) will include Gap Analysis as conducted in the Expeditionary Forces Development System (EFDS) and development of the Marine Air Ground Task Force (MAGTF) Gaps List (MGL). This effort will support follow-on identification of potential materiel and non-materiel DOTMLPF solutions as part of the Solution Analysis (FSA) and assist in drafting a Solution Planning Directive (SPD) recommending course(s) of action based upon conducted analysis and eventually the MAGTF Requirements List (MRL). A minimum 7-10 years of experience in performing capabilities analysis for military organizations. The selected candidate must be able to communicate well among senior staffs and contribute to discussion upon review of various capability requirements and solutions for consideration.
