  • Manages a portfolio of projects with regard to budget forecasting, proposal preparation, grant and research contract administration.
  • Works closely with project staff and assistant Director for Budget.
  • Forecasts obligations, expenditures, and revenues.
  • Oversees revenue distribution and compliance to grant terms.
  • Authorizes, and monitors, project expenditures and purchases.
  • Coordinates preparation of narrative and financial reports to funders.
Education/ Experience requirements:
  • MA or BA/BS
  • 4 years of office experience in administrative, budgetary, and grant management
  • A background in a research or academic setting is strongly preferred
  • MS Office
  • Budgeting experience required; knowledge of PeopleSoft is strongly preferred.
  • Excellent organizational skills.
  • Initiative to independently manage logistics of projects.

Sr. Principal Systems Engineer - SE2020 Chief Engineer Raytheon Technical Services Company (RTSC) LLC is looking for a System Engineer to support the SE2020 contract. The SE2020 contract will supersede the current SETA II contract, but will not be a one-for-one replacement. SE2020 will be broad in scope with an anticipated value of $0.8-1.0B over 10 years. Raytheon will support the FAA in the areas of program management and systems engineering and provide subject matter experts in such areas as lifecycle support, air traffic, automation systems, networks and IT systems, CNS, weather safety, economics, financial systems, and organizational change management. The SE2020 Chief Engineer provides overall technical vision and leadership for the SE2020 program and is responsible for engineering execution. The Chief Engineer will be required to keep abreast of industry developments, new technologies, commercial off-the-shelf equipment, and planned future developments. The Chief Engineer reports to the SE2020 Program Manager and coordinates with program Integrated Product Team (IPT) and Cross Business Team (CBT) leadership as well as FAA counterparts. Specific responsibilities of the Chief Engineer include: - Providing leadership and direction for technical activities, ensuring technical execution of the program within cost and schedule constraints. - Responsible for all status reporting to internal and external stakeholders. Create and oversee budget and schedule. - Performing management that includes goal setting, career development, compensation, ranking and rating, and employee training and development. - Ensuring the technical integrity of program work products. - Performing as the key technical interface with the FAA, including technical liaison and communication to assess needs, and identify and provide solutions. - Providing and ensuring the correctness of engineering inputs to program execution plans. - Establishing and maintaining a technical configuration baseline for the program. - Developing an Engineering Resource Requirements Plan and ensuring availability of required engineering resources, including people, processes, tools, equipment, and facilities necessary to carry out technical tasks. - Providing proactive engineering support for the program functions (e.g. program management, supply chain management, performance excellence, quality, etc.). - Overseeing independent technical assessments of the program. - Ensuring that the requirements baseline for the program reflects customer needs and is properly flowed down to the execution teams. - Ensuring technical processes meet program needs and are executed to ensure the quality of deliverable products. - Managing technical risks on the program. - Developing, reviewing, and approving engineering products for the program gates and deliverables. - Developing technology roadmaps related to on-going and future SE2020 activities. - Identifying and supporting development of new system capabilities and new business initiatives related to SE2020. - Disposition of Engineering Change Orders and providing guidance concerning Engineering Change Proposals. - Resolving technical conflicts and problems escalated within the program. - Chairing an Engineering Review Board and Co-chairing a Risk Management Board with the Program Manager plus representing Raytheon on industry councils, standards boards, and at technical meetings and symposia. - Developing partnerships across Raytheon, industry and academia to facilitate strategic capability development. Required Skills:
  • Bachelor degree with at least 10 years of related experience in design and development activities.
  • A recognized technical expert who is known at the FAA and within the aviation industry.
  • Proven experience balancing systems engineering process discipline and innovation for orderly and rapid development in a dynamic, evolving environment.
  • Medium to large program engineering leadership experience with responsibility for technical, financial, and schedule performance.
  • Able to develop and administers budgets, schedules, project direction, and all status reporting for internal and external stakeholders.
  • At least ten years working on FAA systems. This includes experience with NAS development life cycle, particularly the Air Traffic Control (ATC) system.
  • Experience in one of more of the following elements of the NAS system: ATC automation, communications, and navigation and surveillance.
  • Excellent interpersonal skills and the proven ability to lead a team with a diverse set of expertise.
  • Proposal experience.
  • Excellent communication skills across all levels of the company and customer communities.
  • Willingness and ability to travel domestically and internationally.
  • Knowledge of requirements management, white papers, trade studies, and proposals
Desired Skills:
  • Prior Experience as a Chief Engineer or Systems Engineering Lead
  • Experience with FAA system development, acquisition and deployment
  • Experience in a strategic planning role
  • Background in operations research, economics, modeling and simulation, communications, navigation, and surveillance theory and practice as applied to the National Airspace System
  • Experience in the transition of legacy systems to modernized systems
  • Experience with Capabilities Maturity Model (CMMI) practices for Systems Engineering.
